The National Health Insurance Company (NHIC) manages and operates Qatar's Social Health Insurance Scheme. The scheme will provide mandatory basic health insurance coverage for citizens, foreign residents and visitors in the country. The scheme represents an important pillar of Qatar's National Health Strategy ensuring affordable access to state-of-the-art healthcare for everyone in the country, driving transparency and quality improvement across the system and offering members free choice of providers.
Responsibilities:
Developing procurement, vendor management and agreements' procedures and guidelines, monitoring adherence and ensures compliance.
Working collaboratively with other departments and senior management in relation to procurement and contracting issues.
Monitoring Service Level Agreements (SLAs) with service providers to ensure services meet technical requirements and are provided in a timely manner as per the agreed quality standards.
Researching potential vendors of products and services and creating a database of current and potential vendors in order to select best providers and establish contracts that provide NHIC the maximum value for services provided.
Reviewing established or new contracts in detail to ensure that commissioning, procurement and contracting is implemented to explicit and agreed standards.
Ensuring that the relationship between activity, cost and performance is clear within those involved and the respective contracting activity.
Reviewing and monitoring on a monthly basis the performance of contracted services to ensure services are effective, meet statutory requirements / standards and deliver desired outcomes.
Developing and managing tools for the monitoring of external and internal contracts, (e.g. Lists of Approved Providers).
Highlighting the potential risks in the Contracts Management division and developing strategies or techniques to prevent or mitigate those risks.
Leading contractual negotiations with selected providers, developing specialized tenders and contracts.
Providing input to fee negotiations at senior levels with independent, voluntary and statutory sector providers.
Assisting the Director of Finance in reviewing priorities, and spending against those priorities.
Coaching, mentoring subordinates in the Contracts Management division for the optimization of their personal potential in order to ensure that the division's objectives are met and exceeded.
