The National Health Insurance Company (NHIC) manages and operates Qatar's social health insurance scheme. The scheme envisages health insurance coverage for citizens, foreign residents and visitors in the country. It forms one part of the realization of the National Health Strategy which foresees affordable healthcare for everyone in Qatar and offers participants a choice of providers from across the public and private healthcare providers in the country.
Responsibilities:
Directing provision of financial management support including analysing and interpreting financial and non-financial information.
Financial and Management Accounting
Assisting the Finance Director in the deployment of finance policies, procedures and guidelines, monitors adherence and ensures compliance.
Ensuring the integrity and transparency of corporate transactions.
Managing HNIC's annual budget project and closing accounts. Includes managing the budgeting process, regular reviews of budgets and analysis of the financial statements.
Supporting the Finance Director in consulting with the Department Directors to develop the organization's annual budget through the consolidation of the group's budgets.
Using understanding of financial performance to make recommendations to the Finance Director
Reviewing receivables report, highlighting and risky debts and assessing the adequacy of bad debt allowance.
Supporting the Finance Director in reviewing payment vouchers to ensure that supporting documents are accurate, complete and properly attached.
Performing and managing the investment of HNIC's funds, matching investment and finance maturities with cash flow requirements.
Interacting with internal and external audit teams in completing audits and review reports, audited financial statements for completeness, proper classification and accuracy.
Assisting the Director of Finance in reviewing priorities, and spending against those priorities
Highlighting the potential risks in the Finance and Accounting Section and developing strategies or techniques to prevent or mitigate those risks.
Coaching, mentoring subordinates in the Finance and Accounting Section for the optimization of their personal potential in order to ensure that the section's objectives are met and exceeded.
