Senior Buyer - Qatar Foundation Jun 23rd 2013, 05:37 Brief Posting Description Process the high value and non-standard requisitions of user departments, prepare Call Of Agreement and provide materials to the end users on time; meeting the expectations of the end user, applicable standards and statutory requirements. Detailed Description • Determines the best contract strategy and approach for tenders. • Advises end users on QF Procurement Directorate policies and procedures • Guides end-users to develop scope of work in line with QF Procurement Directorate procedures and best practices. • Prepares tender documents, arranges site visits and issues any bulletins during the tendering stage. • Ensures that the tendering process is carried out in accordance with approved policies and procedures. • Analyses commercial bids and submits commercial evaluation reports to management. • Negotiates terms and rates with successful bidder in accordance with QF policies and procedures. • Ensures that contract particulars are correctly loaded into the ERP system for approval, Blanket Purchase Agreement are signed by contractors and handed over to end users accordingly. • Reviews QF Procurement Directorate procedures on a regular basis and proposes improvements. • Assists in conducting annual supplier performance evaluation. • Provides support to junior buyers and assistants as and when required. • Analyses end users need to indentify repetitive orders in order to recommend and establish potential Blanket Purchase Agreements. • Monitors expiry of existing Blanket Purchase Agreements to ensure timely re-tendering and mobilization for new engagements takes place. • Process variation requests to existing Blanket Purchase Agreements as and when requested by end users in line with QF Procurement Directorate procedures. • Investigates and resolves conflicts with contractors and end users in the case of breach of contract or non performance Job Details Date Posted: 2013-06-23 Job Location: Doha, Qatar Job Role: Support Services Company Industry: Community/Social Services/and Nonprofit Preferred Candidate Career Level: Mid Career Degree: Bachelor's degree / higher diploma Apply Now - Jobs in Qatar - Search All Jobs
