Contracts Manager ( UAE National Only) - Al Ain Wildlife Park & Resort Oct 24th 2013, 02:53 Job Purpose: Responsible for managing the pre and post contracting process to ensure project deliverables and milestones are met in a safe and efficient manner. Responsibilities: • Directs and supervises the activities of assigned personnel in the Department. • Performs supervisory functions at the level established by management for the position. • Develops contracting strategies, tendering procedures, method of reimbursement, prequalification criteria of bidders for specific projects and finalization of bidders list. • Directs the call for tender ensuring that proper tender document is complied and completed from technical, contractual, commercial, financial and legal points of view as well as all relevant criteria are approved and included in the invitation to tender. • Presides at bid opening as per Authority Matrix/Presides at negotiation meetings with bidders, as per Authority Matrix, and directs the process of commercial, financial and contractual negotiation of bids. • Directs the techno-commercial evaluation of bids and endorses, for management approval, the proposed winner among the short-listed bidders based on the offer being technically and commercially responsive at the most acceptable level. • Controls the issue of Letter of Award to the approved Contractor as per Authority Matrix and plans for the execution of the agreement. • Review and evaluates claims in the light of contractual obligations and raises, approves or endorses recommendations to settle such claims. • Participates actively, at the project development plan of major items, in budgeting, resource planning, contract policy/strategy making, etc. • Handling Pre & Post contract management for Works, Services, Engineering, Operations, Maintenance and Lease. • Undertakes similar or related tasks as directed by the line Manager. • Follow all AWPR EHS policies and procedures.
