Job Purpose:

Under general supervision of the International Programs Manager, the Program Specialist is responsible for ensuring effective implementation of Reach Out To Asia's (ROTA's) international educational programs, sharing experience and supporting management. The incumbent is in charge of management of projects in assigned countries, and works closely with the international programs team to ensure the department goals are being achieved.

Key Result Areas:

The strategic goals of ROTA's international programs department are:

 To increase Access to educational facilities, programs and resources for teachers, children and youth
 To improve the Quality of education by promoting new or improved teaching techniques and tools, enhancing school management and governance as well as facilitating the sharing of expertise among educators
 To promote the usage of the Arabic Language and the development of educational resources in Arabic
 To Develop Skills and the relevant capacity to improve the quality of life of young people within their own communities and help in preparing them for the realities of local and global economies
 To use Sports as a tool for empowering and educating young people
 To integrate Environmental Education into programs across Asia to ensure that young people are aware of the local and regional environmental issues that will impact their communities, and are prepared to respond to them in a sustainable manner

Main responsibilities of the International Programs Specialist will be to design and formulate programs for the set priority countries based on the above goals. The Program Specialist will ensure effective management of country programs through overall supervision of ongoing education programs focusing on quality control from formulation to implementation.

In particular, the Programs specialist will carry out the following tasks:

• Design and formulation of educational programs in the assigned countries.
• Effective application of programming tools, establishment of management targets and monitoring achievement of results in assigned countries;
• Provide Monthly progress reports and quarterly program reviews
• Identification and synthesis of best practices and lessons learnt
• Solicit proposals ensuring compliance with departmental goals and ROTA's strategic direction
• Review project proposals to thoroughly evaluate their feasibility and sustainability
• To work closely with the International Programs Manager to set milestones and indicators for the monitoring and evaluation of running projects.
• Conduct regular field visits to assigned countries and continuous evaluation of the programs
• Share experience, resources and lessons learnt with relevant ROTA staff
• Continuous follow-up on issues and challenges related to education in Asia.
• Provide support to ROTA committees and projects as required
• Identification of relevant stakeholders in focal countries and development of partnerships with government institutions, bi-lateral and multi-lateral sponsors, private sector, civil society
• Finalization of memorandums of understanding and agreements with relevant partners

The specialist is expected to perform any required ad-hoc tasks relevant to the job for serving the general mission of ROTA. His/ Her responsibilities will also include the provision of sound analytical inputs and advice that contribute to improving ROTA's programs.
