The National Health Insurance Company (NHIC) manages and operates Qatar's social health insurance scheme. The scheme envisages health insurance coverage for citizens, foreign residents and visitors in the country. It forms one part of the realization of the National Health Strategy which foresees affordable healthcare for everyone in Qatar and offers participants a choice of providers from across the public and private healthcare providers in the country.
Responsibilities:
Overseeing the Applications Management Section responsible for the day-to-day development and implementation of end-to-end business operations for the Social Health Insurance Program. Key business operations areas include: Benefit Administration, Group and Member Administration, Provider Management, Medical Management, Claims Management, and Customer Service.
Participating in the design of the Social Health Insurance business operations, including:
Business capability definition
Business process flows
Current state and future state business blueprint as defined by the future state operating model
Implementation plan and roadmap
Participating in the development and implementation of the Social Health Insurance business operations, including:
Business operations policies and procedures
Business reporting requirements
Business test planning, preparation, and execution
Participating in the assessment and selection of key vendors including software vendors, third party administrator to support operations, and pharmacy benefits manager
Identifying and analysing business problems and devise solution alternatives and recommendations to achieve the delivery of business capabilities

Work with the Manager Health Information to implement the architecture direction as set by the Enterprise Architecture Manager.
Identifying, analysing, and resolving issues/risks, and escalating them as needed
Managing and maintaining relationships with business sponsors
Coordinating with strategy planning and delivery activities on measuring the progress of strategy delivery
Participating in the management of the roadmap, this includes periodic (quarterly) refresh of the roadmap to forecast the project pipeline, resource utilization and financial spend
Coordinating business scope changes and control of project scope
Assisting the Information Technology Director in reviewing priorities, and spending against those priorities.
Coaching, mentoring subordinates in the Applications Management Section for the optimization of their personal potential in order to ensure that the section's objectives are met and exceeded.
Assisting the Information Technology Director in designing and implementing sound policies, processes and procedures across the department to maximise process efficiency and cost optimisation.
