Position Purpose:
The Engineering Manager leads the Maintenance, Projects, Contracts departments, the Engineering disciplines (Mechanical, Rotating Equipment, Instruments, Electrical and Civil Engineers), as well as the Warehouse.
The Engineering Managers ensures that the refinery plant and equipment is efficiently maintained in accordance with World Class practices, such that to achieve design life in a safe manner, and that mean time between failures is minimized. He drives the implementation of strategies and standards for an optimum management of asset integrity.
He is also responsible, for all the engineering changes on the refinery, and for ensuring that an adequate level of QA/QC is maintained.
Reports to the Refinery Manager.
Position Accountabilities:
• Ensures the sustainability of plant Integrity & Reliability through the implementation of a sound asset management system.
• Ensures that the plant on-stream factor target is achieved, through efficient maintenance strategies and techniques, involving preventative, condition based and breakdown maintenance.
• Monitors relevant maintenance and integrity performance, using Key Perfomance Indicators, and take appropriate action.
• Ensures proper engineering and document control, of all equipment modification, and consistent application of project management techniques.
• Carry-out assessment of CMMS (Computerized Maintenance Management System) tools and support its implementation.
• Drives the development assessment and assurance of staff competency of Engineering resources.
• Develops budgets, implements controls, and develops a system of proper cost monitoring system, providing transparency on the various cost centers.
• Establishes and maintains a cost and performance reporting system for maintenance and project work.
• Develops a contracting out strategy, manages contracts and Contractors (tendering documents, selection criteria and evaluation of bids, execution controls, performance evaluation criteria etc).
• Manages Vendors interfaces.
• Develops a materials management system, inventory control and ensures optimim inventory level for profitability.
• Responsible for the planning, scheduling and coordination of all maintenance/inspection turnarounds of the refinery, in order to achieve safe and efficient runlengths.
• Sets Key Performance Indicators for all direct reports and monitors performance against targets.
