Position Purpose:
The purpose of the position is to support, advise and coach the management of HSE with the objective in the first year, to effectively implement the most critical elements of the HSE Management System (with priority to Safety procedural controls and training), and put in place the other elements, which will be further consolidated in the second year.
Reports to Refinery Manager, and will interact heavily with Operations, Maintenance, Project and Process Engineering Departments.
Position Accountabilities:
As Refinery HSE Advisor, the responsibilities will be to drive and support the implementation of the HSE improvement plan, including 'field' HSE aspects. This will involve developing detailed action plans, as well as advising and coaching refinery staff along the implementation of the following main components of the improvement plan, with priority to Safety procedural controls an training :
- Making of HSE a line responsibility
- Setting HSE targets and objectives, and cascading them at all levels into the organisation.
- Putting in place a system for monitoring HSE performance.
- Developing a site HSE plan.
- Carrying out jobs HSE competence profiling, identifying gaps and developing/conducting training programmes.
- Putting in place an effective HSE communication structure (i.e. cascading 'two-way' HSE meetings throughout the organisation incl Contractors).
- Developing the incident reporting / investigation / corrective action follow-up system, as well as the audits system, and effective implementation.
- Putting in place a process of hazards management and the procedural control work processes (Permit to Work System, Job Safety Analysis process, etc), and effective implementation.
- Developing an incident pre-planning process (scenarios).
- Developing the Emergency and Fire Fighting action plans, drilling and training.
- Developing Contractor HSE Management.
- Gradually putting in place and embedding in the organisation and the operating practices, the HSE Management System, including the continuous improvement process, in the second year.
