Department: Erbil head office
Reports to: Operation Manager.
Supervises: The project management of Erbil Construction Project

Working Relationships:
With General Manager and all other managers including supervisors

Decision Making Authority:
All matters related to his position function on construction matters.

Position Summary:
An individual assigned to manage, organize, and schedule construction and/or planning and design projects to meet project objectives

Position Function:
• Develop, implement, and document operating policies, procedures and systems to support project management operations;
• Develop documents for initiation of projects to gain approval of supervisor and senior management;
• Identify potential problems and alternatives and take corrective action as necessary.
• Coordinate and/or link project operations with other administrative functions on and off campus;
• Coordinate with facility occupants for move-in to new facilities;
• Serve as a key resource for project information and resolve problems or questions referred by internal and external sources.
• Manage and coordinate building, landscape and open space, infrastructure and land-use planning, and regulatory agency zoning and planning requirements as assigned;
• Provide project guidance and ensure conformance with Site planning and design guidelines;
• Coordinate and monitors progress of construction;
• Read and interpret plans, specifications and other technical documents;
• Provide periodic technical design and/or construction reviews and reports;
• Review submittals of drawings and samples; provide formalized milestone signoffs throughout life of project;
• Monitor conformity of construction with contract documents and specifications; Ensure compliance with quality control and quality assurance policies, procedures, and requirements;
• Ensure compliance with regulatory and safety regulations and guidelines;
• Coordinate with project stakeholder groups and building committees to facilitate facility planning, budgeting and scheduling; and establish communication matrix.
• Consult with operational staff, representatives, architects, engineers, contractors and other vendors with regard to matters affecting the planning, design and construction of a project.
• Develop and manage project budgets and schedules;
• Review changes requested by project stakeholders and provide advice and recommendations to supervisor on budget, time, and scope implications;
• Authorize expenditures and monitor account reconciliation and status to ensure compliance with Project Guidelines and Policies;
• Prepare and/or direct the preparation of financial reports as required and requested;
• Coordinate the preparation of procurement documents and manage procurement processing and implementation;
• Coordinate with Local and H.O Purchasing staff on project related purchasing activities including authorization of one-time major purchases and long lead items.

This is a full time position based in ERBIL.
