Our client, a high profile global port operator, is seeking Human Resources Manager Middle East Africa Europe (MEAE). You will be directly reporting to the Senior HR Manager MEAE ROLES and RESPONSIBILITIESPrimary positionObjective Responsible for supporting the Senior Human resources Manager in delivering Human resources support and structures to the staff of within region MAJOR ACTIVITIES DELIVERABLE Ensure all HR policies are up to date, in line with best practice and that all staff are aware of the current policies Ensure that all HR policies are managed appropriately e.g. DandA policy Advise on employee relations trends, and changes to employment legislation Maintain a comprehensive human resources policy and procedures manual with clear audit trail on updates and circulation Develop a programme to ensure local employees are developed Ensure STAR programme and any other initiatives are comprehensively rolled,recorded and acted upon correctly Ensure EAP programme comprehensively rolled,recorded and acted upon correctly Employee Lifecycle Maintain electronic and paper based personnel files ensuring that POMS Singapore have full original personnel files Ensure the integrity of the POMS Singapore off shoring arrangement is maintained in all correspondence, filing and actions with employees Ensure all employee Job descriptions are up to date, issued and understood and that job descriptions exist prior to any recruitment Ensure all agreed forms and authorisations are complete prior to recruitment including ref check Coordinate recruitment process within agreed budgetary limits. Coordinate contract issue and receipt, pre - employment medical, visas, eng 11, confirmation of certification is in place prior to employment Ensure that all new employees are inducted in line with Company procedures Ensure probationary reports are conducted by appropriate line Manager in timely fashion,ensuring that feedback acted upon as appropriate Ensure that all employees are presented with options for joining companies pension scheme as permitted Ensure that each employee is appraised annually in line with the time lines agreed and that the feedback from these appraisals are acted upon Ensure that all issues regarding employee discipline are handled in line with the company policy Ensure that all leave, illness, and absences from work are recorded appropriately and that leave is fully utilised within each calendar year Ensure that crew leave balances are maintained to the optimal level within agreed guidelines Audit in conjunction with Ops Manager vessel hours of work per vessel and address deficiencies Ensure that all employees certification is up to date and maintained Ensure that an annual training plan is compiled based on budget, feedback, legislative requirement, and that the plan is updated each month in line with changes Ensure annual training plan carried out by last quarter of each year Provide additional relief crew as required, ensuring they are issued with temporary contracts of employment and certification is as required Maintain a crew relief matrix detailing qualifications and history Ensure all information which might impact on payroll is passed to finance as soon as it becomes known Engage with Unions as required to ensure efficient and harmonious employee relations Advise and support Managers on procedural and legislative requirements relating to employee issues and disputesv Compile succession plan for each business unit Ensure correct paperwork completed, including an exit interview where appropriate for all leavers Maintain employee handbook up to date Finance Ensure that all crew changes are completed in the most economically efficient manner ensuring reasonable comfort and legislative adherence
